Review data examples and finalize the following structural changes:
Replace high level Treatment-Condition with FACT_RELATIONSHIP
Make relationship to the lower level tables optional
Introduce TREATMENT_MODIFIER table to both low and high-level treatments (similar to condition modifiers)
Put drug regimen location to vote
Put model A vs B to vote
