Move the Treatment Proposal to vote.
Review data examples and finalize the following structural changes:
- Replace high level Treatment-Condition with FACT_RELATIONSHIP
- Make relationship to the lower level tables optional
- Introduce TREATMENT_MODIFIER table to both low and high-level treatments (similar to condition modifiers)
- Put drug regimen location to vote
- Put model A vs B to vote
